Ms. KLOBUCHAR submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ____. APPROPRIATION FOR COPS PROGRAM. (a) In General.--Of the amounts appropriated under section 202 to the Director of U.S. Immigration and Customs Enforcement, the Director of U.S. Immigration and Customs Enforcement shall transfer $1,047,000,000 to the Attorney General to carry out the program under part Q of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 1701 et seq.). (b) Prohibition.--In awarding the amounts transferred under subsection (a), the Attorney General may not withhold a grant from a State, unit of local government, or Indian tribal government for failing to cooperate with the Federal Government with respect to the enforcement of immigration laws. ______
