Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. RULE OF CONSTRUCTION. Nothing in this Act or any other Act may be construed as limiting the ability of State and local governments to conduct oversight of U.S. Immigrations and Customs Enforcement and U.S. Customs and Border Protection, which shall include the ability of such jurisdictions-- (1) to investigate and prosecute potential crimes and use- of-excessive-force incidents; (2) to require evidence to be preserved and shared with such jurisdictions; and (3) to require prior consent to conduct large-scale operations outside of targeted immigration enforcement. ______
