R. 10366 To amend title 23, United States Code, to withhold apportioned surface transportation funding from a State if such State fails to enact certain prohibitions relating to the use of automated license plate readers, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES September 14, 2026 Mr. Krishnamoorthi (for himself and Mr. Cloud) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure _______________________________________________________________________ A BILL To amend title 23, United States Code, to withhold apportioned surface transportation funding from a State if such State fails to enact certain prohibitions relating to the use of automated license plate readers, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``No Federal License-Plate Observation and Camera Keeping Act'' or the ``NO FLOCK Act''. SEC. 2. WITHHOLDING OF FEDERAL FUNDS. (a) In General.--Chapter 1 of title 23, United States Code, is amended by adding at the end the following: ``Sec. 180. Requirements relating to automated license plate readers ``The Secretary shall withhold 10 percent of the amount required to be apportioned to any State under section 104(b) on the first day of each fiscal year that begins after the second fiscal year beginning after the date of enactment of this section if the State does not have a law in effect that prohibits the use of automated license plate readers for any use other than the following: ``(1) Enforcing toll systems. ``(2) Identifying stolen vehicles, missing or endangered persons, vehicles registered to persons with a warrant for a felony offense, or investigating a vehicle involved in a felony offense.''. (b) Clerical Amendment.--The analysis for chapter 1 of title 23, United States Code, is amended by adding at the end the following: ``180. Requirements relating to automated license plate readers.''. <all>
