R. 10743 To amend the Homeland Security Act of 2002 to ensure grants under the Nonprofit Security Grant Program of the Department of Homeland Security are not treated as reimbursements for costs incurred; and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 5, 2026 Ms. Lee of Nevada (for herself, Ms. Salazar, Mr. Veasey, and Mr. Fitzpatrick) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Homeland Security, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned _______________________________________________________________________ A BILL To amend the Homeland Security Act of 2002 to ensure grants under the Nonprofit Security Grant Program of the Department of Homeland Security are not treated as reimbursements for costs incurred; and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Nonprofit Security Grant Program Funding Improvement Act''. SEC. 2. TREATMENT OF GRANTS UNDER THE NONPROFIT SECURITY GRANT PROGRAM OF THE DEPARTMENT OF HOMELAND SECURITY. Paragraph (2) of section 2009(f) of the Homeland Security Act of 2002 (6 U.S.C. 609a(f)) is amended-- (1) by redesignating subparagraphs (A) through (G) as subparagraphs (B) through (H), respectively; and (2) by inserting before subparagraph (B), as so redesignated, the following new subparagraph: ``(A) ensuring grants awarded under this section are, notwithstanding any other provision of law, awarded in advance, and not on a reimbursable basis;''. <all>
