For example, the bill revises and increases requirements for using Automatic Dependent Surveillance-Broadcast (ADS-B) equipment, which transmits information (e.g., location and weather information) between aircraft and air traffic control. Under the bill, aircraft must generally operate with ADS-B In (receiving) equipment. The FAA must issue performance requirements for the equipment to provide safety-enhancing capabilities (e.g., facilitating aircraft collision avoidance) for flight crews. Further, current FAA regulations allow aircraft performing a sensitive government mission to be excepted from requirements for using ADS-B Out (broadcasting) equipment. This bill limits which flights may be considered sensitive government missions (e.g., not training flights). The FAA must also (1) establish an office to coordinate airspace usage of military aircraft, (2) review the safety of certain flight operations and routes around airports, and (3) enter into memoranda of understanding with military agencies for safety information sharing. The FAA must conduct a Transport Airplane Risk Assessment Methodology analysis for any transport airplane accidents in the United States that result in a fatality. The bill also addresses FAA workforce issues, such as by excluding the FAA workforce from a federal hiring freeze, deferred resignation program, voluntary furlough, or reduction in force; supporting the recruitment and training of air traffic controllers; and requiring strict adherence to federal conflict of interest requirements.

Maintaining and Enhancing Hydroelectricity and River Restoration Act of 2025 This bill establishes a new investment tax credit in the amount of 30% of the basis of any hydropower improvement property. The bill defines hydropower improvement property as property that adds or improves fish passage at a qualified dam; maintains or improves the quality of the water retained or released by a qualified dam; promotes downstream sediment transport and habitat maintenance; upgrades, repairs, or reconstructs a qualified dam to meet safety and security standards; improves public uses of, and access to, public waterways impacted by a qualified dam; removes an obsolete river obstruction; or places into service an approved remote dam. Further, written approval for hydropower improvement property must be obtained from the Federal Energy Regulatory Commission or state or local officials prior to January 1, 2035. The bill also allows an election to claim the investment tax credit for qualified progress expenses for some types of hydropower improvement property in advance of such property being placed into service. Any investment tax credit amount claimed for qualified progress expenses reduces the amount of the investment tax credit that may be claimed once the hydropower improvement property is placed into service. The bill authorizes certain entities, including tax-exempt and governmental entities, to treat the investment tax credit for hydropower improvement property as a payment of tax and receive a refund of any overpayment (also known as elective pay). Finally, the investment tax credit for hydropower improvement property may be transferred (i.e., sold).

Fatal Overdose Reduction Act of 2025 This bill establishes a five-year Medicaid demonstration program to support the provision of comprehensive and accessible services to treat opioid use and substance use disorders. Specifically, the bill establishes a demonstration program through which states may receive a Federal Medical Assistance Percentage (i.e., federal matching rate) of at least 90% for services provided by organizations that serve as Health Engagement Hubs. States must certify that these organizations provide a certain level of services, including physical and behavioral health services that are easily and quickly accessible, peer support services, and targeted case management. Organizations must also meet specified minimum staffing requirements, have a community advisory board, and be equipped to provide certain social services (e.g., employment counseling). The Centers for Medicare & Medicaid Services (CMS) may select up to 10 states to participate in the program. The bill provides funds for state planning grants and administration of the program. The CMS must contract with an entity to evaluate the program, and the Government Accountability Office must report on this evaluation.

Silence Helps Us Hear Act of 2010 - Directs the Secretary of the Interior (the Secretary), through the Director of the National Park Service (NPS), to conduct a study to identify NPS natural soundscape values and resources. Instructs the Secretary to analyze and identify NPS natural soundscapes that have been the least degraded by unnatural sounds and undesirable sounds caused by humans. Instructs the Secretary of Transportation (DOT), through the Administrator of the Federal Aviation Administration (FAA), to provide technical assistance to the Secretary in carrying out such study to the extent that aviation or aircraft noise has been identified as one of the sources of natural soundscapes degradation. Requires the Secretary, in coordination with the DOT Secretary, to the extent aviation or aircraft noise has been identified as one of the sources of NPS natural soundscapes degradation, to conduct a study identifying methods of preserving the natural soundscapes that have been the least degraded by unnatural sounds and undesirable sounds caused by humans.

Roadless Area Conservation Act of 2009

Roadless Area Conservation Act of 2009 - Prohibits road construction and road reconstruction in inventoried roadless areas of the National Forest System. Specifies exceptions, including because: (1) there is threat of a catastrophic event; (2) a natural resource restoration action is necessary; or (3) a federal-aid highway project is in the public interest or is consistent with the purposes for which the land was reserved or acquired. Prohibits timber from being cut, sold, or removed in an inventoried roadless area. Permits various exceptions, including for specified environmental reasons, if the responsible official determines that the cutting, sale, or removal of timber is expected to be infrequent. Authorizes the Secretary of Agriculture, acting through the Chief of the Forest Service, to make modifications to roadless area maps to improve their accuracy or inclusiveness. Instructs the Secretary, in order to evaluate the effect of a modification to a roadless area map, to prepare an environmental impact statement or similar analysis required under the National Environmental Policy Act of 1969. Declares that this Act does not: (1) revoke, suspend, or modify legal instruments and decisions concerning the use of NFS land made before January 12, 2001; (2) compel the amendment or revision of any land and resource management plan; or (3) apply to specified activities in the Tongass National Forest. States that the prohibitions and restrictions of this Act cannot be reconsidered, modified, or terminated under the Forest and Rangeland Renewable Resources Planning Act of 1974.

Amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to direct the Secretary of Energy to make loans to electric utilities to reduce their costs of complying with federal renewable energy standards and minimize the impact such standards have on consumers' electricity rates. Requires the use of such loans on projects that are approved by the Secretary, which may include the construction of renewable energy generation facilities or installation of energy efficiency or electricity demand reduction technology. Sets the interest rate on such loans, which may not exceed 30 years, at 0.5% more than the federal funds rate.

Natural Gas and Electricity Review and Enforcement Act - Amends the Natural Gas Act, the Natural Gas Policy Act of 1978, and the Federal Power Act to authorize the Federal Energy Regulatory Commission (FERC) to issue a temporary cease and desist order if it: (1) determines that any entity may be violating, may have violated, or may be about to violate any provision of such Acts or a FERC directive; and (2) finds that an alleged, threatened, or continued violation is likely to result in significant harm to either natural gas consumers or to the public interest. Amends the Federal Power Act to grant FERC emergency authority to change or suspend temporarily the rates, terms, or conditions of service on file with it before providing public notice and an opportunity for comment. Limits such temporary change or suspension to a period of not more than 30 days unless certain conditions are met.
