Foreign Intelligence Accountability Act and the Anti-CBDC Surveillance State Act This bill reauthorizes Title VII of the Foreign Intelligence Surveillance Act (FISA) until April 30, 2029, and expands protections related to surveillance under Section 702 of FISA. It also prohibits a Federal Reserve bank from offering financial products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (CBDC). Section 702 of FISA concerns acquiring communications of non-U.S. persons believed to be outside the United States to obtain foreign intelligence information. Information about U.S. persons may incidentally be acquired by this type of surveillance and subsequently queried (searched) under certain circumstances. Changes to Section 702 include requiring monthly reviews by the Office of the Director of National Intelligence (ODNI) for each U.S. person query conducted by the Federal Bureau of Investigation (FBI). ODNI must refer queries that do not comply with established standards, as well as possible abuses of civil liberties or privacy, to the Office of the Intelligence Community Inspector General. The bill institutes criminal penalties for (1) those who knowingly and willingly falsify or materially misrepresent complying with querying procedures, and (2) FBI personnel who knowingly and willingly violate procedures related to U.S. person queries. FBI supervisors may no longer approve U.S. person queries; only certain FBI attorneys may do so. The Federal Reserve System's Board of Governors may not use a CBDC to implement monetary policy or test, study, create, or implement a CBDC, with certain exceptions.

Among other elements, the bill also authorizes the VA to use commercial codes and standards instead of or in addition to federal codes and standards in constructing or altering VA facilities, authorizes the VA to contract with private entities for comprehensive construction project management services, expands and extends the pilot program under which the VA may accept donations of real property and facilities, modifies the authority and responsibilities of the VA’s Director of Construction and Facilities Management, and requires the VA to consolidate certain employees and functions relating to facilities and infrastructure as well as acquisition and procurement.

The VA must assess all in progress and planned translational research studies under the initiative and report to Congress on the assessment. Additionally, the VA must report to Congress on the initiative at least once every two years and include recommendations for immediate administrative and legislative action to improve the initiative. The bill authorizes the initiative through FY2034.

Veterans' Assuring Critical Care Expansions to Support Servicemembers (ACCESS) Act of 2025 This bill addresses the administration of the Veterans Community Care Program (VCCP) and other Department of Veterans Affairs (VA) health care matters. Among other provisions regarding the VCCP, the bill establishes in statute access standards that determine when a veteran is eligible to receive non-VA care through the VCCP, requires the VA to notify veterans regarding their eligibility for care within two business days after the VA is aware the veteran is seeking care, and extends the deadline for the submittal of claims under the VCCP by health care entities and providers. The VA must address its mental health treatment programs by establishing a standardized screening process to determine whether a veteran satisfies criteria for priority or routine admission to a mental health residential rehabilitation treatment program or a program for residential care for mental health and substance abuse disorders, tracking the performance of medical facilities and Veterans Integrated Service Networks in meeting the requirements for mental health treatment screenings and timely admission to treatment programs under such screenings, and establishing an appeal process for when a veteran is denied admission to a covered treatment program or is accepted into a program but not offered bed placement in a timely manner. Additionally, the VA must establish an online self-service module for veterans to request and manage appointments, track referrals, and appeal and track decisions related to requests for care.

The bill provides appropriations to the Department of Commerce for the International Trade Administration, the Bureau of Industry and Security, the Economic Development Administration, the Minority Business Development Agency, Economic and Statistical Analysis, the Bureau of the Census, the National Telecommunications and Information Administration, the U.S. Patent and Trademark Office, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and Departmental Management. The bill provides appropriations to DOJ for Justice Operations, Management, and Accountability; the Executive Office for Immigration Review; the Office of Inspector General; the U.S. Parole Commission; Legal Activities; the U.S. Marshals Service; the National Security Division; Interagency Law Enforcement; the Federal Bureau of Investigation; the Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Federal Prison System. The bill also provides appropriations to DOJ for state and local law enforcement activities, including the Office on Violence Against Women, the Office of Justice Programs, and Community Oriented Policing Services (COPS). The bill provides appropriations for science agencies, including the Office of Science and Technology Policy, the National Space Council, National Aeronautics and Space Administration (NASA), and the National Science Foundation. The bill provides appropriations to related agencies, including the Commission on Civil Rights, the Equal Employment Opportunity Commission, the U.S. International Trade Commission, the Legal Services Corporation, the Marine Mammal Commission, the Office of the U.S. Trade Representative, and the State Justice Institute. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Restore Department of Veterans Affairs Accountability Act of 2025 or the Restore VA Accountability Act of 2025 This bill modifies personnel action procedures regarding certain employees and executives of the Department of Veterans Affairs (VA). The bill authorizes the VA to remove from civil service, demote, or suspend VA employees that are supervisors or managers if the VA determines by substantial evidence that the performance or misconduct of such individual warrants such action. This authority does not apply to certain appointees or individuals in their probationary or trial period. Supervisors or managers who are subject to a removal, demotion, or suspension under this bill are entitled to (1) advance notice of the action and supporting evidence, (2) representation by an attorney or representative, and (3) grieve the action in accordance with an internal grievance process. The bill also provides protections from removal, demotion, or suspension for supervisor or managers who are whistleblowers or are seeking corrective action for an alleged prohibited personnel practice such as discrimination. Financing Our Energy Future Act

Financing Our Energy Future Act This bill allows a publicly traded partnership to derive income from certain clean energy-related activities and still be treated as a partnership for federal income tax purposes. As background, a publicly traded partnership is a partnership whose interests are traded on an established securities market (or readily tradable on a secondary market). A publicly traded partnership generally is treated as a corporation for federal income tax purposes unless 90% or more of such partnership’s gross income is qualifying income. Under current law, qualifying income includes interest and dividends; real property rents; gain from the sale (or disposition) of real property; income from certain activities related to minerals and natural resources, source carbon dioxide, and the transportation or storage of certain fuels; and gain from the sale (or disposition) of a capital asset or commodities. Under the bill, the qualifying income is expanded to include income derived from electric power (or thermal energy) generated from renewable energy sources (e.g., wind and solar energy), qualified gasification projects, or advanced nuclear facilities; accepting or processing open-loop biomass or municipal solid waste (by certain facilities); the storage of electric power or thermal energy using certain energy storage technology; the generation, storage, or distribution of electric power (or thermal energy) using combined heat and power system property; fuels that use certain carbon oxides as primary feedstock; certain renewable chemicals; transportation or storage of liquefied or compressed hydrogen; the conversion of renewable biomass; and certain carbon capture and sequestration facilities.

CIRCUIT Act

Credit Incentives for Resilient Critical Utility Infrastructure and Transformers Act or the CIRCUIT Act This bill expands the advanced manufacturing production tax credit to include up to 10% of the cost to produce transformers that have an input voltage of 34.5 kilovolts or less, have an output voltage of 600 volts or less, and are rated for operation at a frequency of 60 hertz (i.e., distribution transformers). As background, the advanced manufacturing production tax credit (part of the general business tax credit) allows a tax credit for certain component parts (e.g., battery cells, solar modules, and inverters) and critical minerals (e.g., aluminum, lithium, and nickel) that are produced in the United States or a U.S. possession and sold generally to an unrelated third party for use in clean energy equipment. (Some exceptions apply.)
