MethodologySecret Service Transfer Act of 2026
The proposal would move the Secret Service from the Department of Homeland Security to become an independent agency directly under the President's office, giving the President more direct control over the agency that protects him and investigates counterfeiting. This change would affect how the Secret Service operates and reports to leadership, potentially impacting its independence and how it coordinates with other federal law enforcement agencies.
Transportation Security Administration Transfer Act of 2026
The proposal would move the Transportation Security Administration (TSA) from under the Department of Homeland Security to the Department of Transportation, meaning the Secretary of Transportation would oversee airport security screening and related functions instead of the current TSA Administrator. This change would affect millions of air travelers and TSA employees, potentially altering how airport security operations are managed and funded. The bill is currently being reviewed by the House Committee on Homeland Security.

The Artemis Accords are international agreements that set rules for how countries should cooperate on space exploration, particularly regarding the moon and other celestial bodies. This bill would authorize the United States to participate in and implement these accords, affecting how American space agencies, private space companies, and astronauts operate in space exploration missions. The legislation essentially gives official congressional approval for the U.S. to join other nations in following shared space exploration guidelines.
Venezuela Democratic Transition Strategy Act
This bill directs the U.S. government to develop and implement a strategy to support democratic reforms and political transition in Venezuela, likely including diplomatic efforts, sanctions coordination, and support for opposition groups. It affects how the State Department and other federal agencies approach Venezuela policy and international relations in the region.
Veterans Pensions Protection Act of 2025
This bill would protect the pension benefits that retired military veterans receive, likely by preventing reductions or changes to existing pension payments and ensuring veterans keep the full amount they've earned through their service. The legislation would affect millions of veterans who depend on these pensions as a primary source of income in retirement. By referring it to the disability and veterans affairs subcommittee, Congress is signaling it wants to safeguard these benefits from potential cuts or modifications.
Replace Animal Tests Act of 2025
This bill would encourage companies and researchers to use alternative methods instead of testing products and chemicals on animals, likely by providing funding, guidance, or requirements to develop and adopt non-animal testing technologies. The change would affect pharmaceutical companies, cosmetics manufacturers, and research institutions that currently use animals to test whether their products are safe. By reducing animal testing, the bill aims to protect animals while potentially speeding up product development through newer testing methods.

Disaster Response Flexibility Act of 2025
The legislation would give federal agencies more flexibility in how they respond to and manage disasters by streamlining approval processes and allowing them to adapt their procedures based on the specific needs of each emergency. This would affect disaster relief workers, affected communities, and federal agencies like FEMA by potentially speeding up aid delivery and resource allocation during crises. The changes aim to reduce bureaucratic delays that can slow down emergency response when every hour matters.
MSD Act
Measures for Safer School Districts Act or the MSD Act This bill requires each local educational agency (LEA), as a condition of receiving federal elementary and secondary education funds, to establish procedures for responding to school emergencies and for timely notifying parents of school emergencies. It also requires interior and exterior doors in schools to be reinforced. Specifically, the bill requires each LEA to (1) develop and implement emergency response procedures covering all students, faculty, and staff at public schools under the jurisdiction of the LEA; and (2) ensure that parents and guardians receive timely notification of covered threats and emergencies (e.g., active shooter situations, bomb threats, and natural disasters) that occur on school grounds, during school transportation, or during school-sponsored activities. These emergency response procedures must meet specified criteria, including by requiring commonly used alarm system responses for specific types of emergencies. Additionally, the bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to convene a rulemaking advisory committee to review and develop findings and recommendations to require the installation or modification of interior and exterior doors in any school that receives federal funding. Further, CISA must (1) submit a report to Congress on the advisory committee's findings and recommendations, and (2) issue a final rule that requires the installation or modification of interior and exterior doors in schools to reinforce such doors. The bill authorizes the use of grants under the Homeland Security Grant Program to carry out the bill's provisions.
