(b)Rule of constructionNothing in subsection (a) shall be construed to prohibit the repair or replacement of fencing that was in existence on the date of enactment of this Act around the White House complex. (c)DefinitionsIn this section: (1)White House complexThe term White House complex means the Federal land located in Washington, D.C., bound by— (A)H Street Northwest on the north; (B)15th Street Northwest on the east; (C)Constitution Avenue Northwest on the south; and (D)17th Street Northwest on the west. (2)StateThe term State means any State of the United States, the District of Columbia, or any territory or possession or political subdivision thereof.
