R. 7914 To amend the Food Security Act of 1985 with respect to the experienced services program, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES March 12, 2026 Mrs. McClain Delaney (for herself and Mr. Vindman) introduced the following bill; which was referred to the Committee on Agriculture _______________________________________________________________________ A BILL To amend the Food Security Act of 1985 with respect to the experienced services program, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Agricultural Conservation Mentorship Act''. SEC. 2. EXPERIENCED SERVICES PROGRAM. Section 1252 of the Food Security Act of 1985 (16 U.S.C. 3851(a)(2)) is amended-- (1) in subsection (a)(2)-- (A) in subparagraph (D), by striking ``; and'' and inserting a semicolon; (B) in subparagraph (E), by striking ``(as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3103)).'' and inserting ``; and''; and (C) by adding at the end the following: ``(F) assisting cooperative initiatives under section 1417(b)(3) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3152(b)(3)) to improve higher education teaching programs, including paid work-based learning, at institutions of higher education.''; and (2) by adding at the end the following: ``(e) Definitions.--In this section: ``(1) Institution of higher education.--The term `institution of higher education' has the meaning given that term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001). ``(2) Land-grant colleges and universities.--The term `land-grant colleges and universities' has the meaning given that term in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3103). ``(3) Work-based learning.--The term `work-based learning' has the meaning given that term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C. 2302).''. <all>
