LAUNCH Act

Licensing Aerospace Units to New Commercial Heights Act or the LAUNCH Act This bill makes changes to, and requires certain evaluations of, regulatory processes for licensing commercial space launch and reentry activities and private remote sensing systems. The Federal Aviation Administration (FAA) Office of Commercial Space Transportation regulates the launch and reentry of commercial spacecraft. In 2020, the FAA consolidated launch and reentry licensing requirements for all types of space vehicles into a single set of regulations, known as Part 450. The bill requires the FAA to evaluate and report on the implementation of Part 450 and its impacts on the commercial spaceflight industry, including whether the rule has resulted in uncertainty or operational delays. The FAA must also continue an aerospace rulemaking committee comprised of launch and reentry service providers. Further, the FAA must develop a digital system to accept commercial space launch and reentry applications and provide status information and notifications to applicants. The bill elevates the Office of Commercial Space Transportation to a modal administration reporting directly to the Department of Transportation (DOT). The administration must exercise all of DOT’s authorities related to commercial space launch and reentry. Finally, the bill revises the licensing process for private remote sensing systems and requires the Government Accountability Office to report on the Department of Commerce’s regulation of the private remote sensing industry. ( Remote sensing generally refers to the collection of data by instruments in Earth’s orbit, such as satellites, that can be processed into imagery of Earth’s surface.)

Don’t Sell My DNA Act This bill establishes protections for genetic information (e.g., information about an individual's genetic tests) in bankruptcy, particularly genetic information held by companies. In bankruptcies, a trustee is appointed to arrange for the use, sale, or lease of property of the debtor’s estate. The bill provides that if the property of the estate includes genetic information, all affected persons—including those not involved in the bankruptcy—must consent in writing to the use, sale, or lease of the genetic information after the commencement of the bankruptcy case. The trustee or debtor in a Chapter 11 (reorganization) bankruptcy must delete such genetic information if it is not disposed of in accordance with this bill.

Empower Charter School Educators to Lead Act

Empower Charter School Educators to Lead Act This bill makes changes to the Charter Schools Program (CSP), which authorizes competitive grants to state entities (e.g., state educational agencies and state charter school boards) to support high-quality charter schools. Specifically, the bill allows state entities to use up to 5% of their CSP grant funds to make pre-charter planning subgrants to certain prospective charter applicants. The bill specifies that state entities may also (1) fund a revolving loan fund or similar mechanisms for expenses prior to an eligible applicant receiving reimbursement, and (2) provide assistance to eligible applicants in locating and accessing a charter school facility. Under the current CSP, state entities must use at least 7% of their CSP grant funds to provide technical assistance to eligible applicants and authorized public chartering agencies. The bill instead allows state entities to use not more than 10% of these funds for technical assistance. Additionally, under the current CSP, state entities may not use more than 3% of CSP grant funds for administrative costs. This bill raises the cap to 5%.

STOP China Act

Safeguarding Transit Operations to Prohibit China Act or the STOP China Act This bill prohibits federal transportation funds from being used to purchase rolling stock (e.g., rail cars or buses) or fueling or charging infrastructure from entities with ties to China, North Korea, Russia, or Iran (i.e., a covered nation). In general, this replaces a current prohibition on the use of Federal Transportation Administration (FTA) funds for rolling stock from manufacturers owned or controlled by corporations based in certain countries. Specifically, Department of Transportation (DOT) funds, which include FTA funds, may not be used for the purchase of rolling stock or bus fueling or charging infrastructure from entities with ties to a covered nation. This prohibition also applies to vehicles that incorporate electric power trains from such entities. The prohibition broadly applies to corporations, joint ventures, individuals, and organizations with ties to covered nations. Examples of applicable entities include an individual whose activities are directed or financed by a covered nation or an entity that is owned or controlled by a covered nation or such an individual. The United States Trade Representative (USTR) must publish a list of the applicable entities and update the list annually. The bill includes an exception for motor vehicles or fueling and charging stations used for (1) inspecting or investigating vehicles or equipment; or (2) vehicle safety research, development, or testing.

Taiwan Assurance Implementation Act

Taiwan Assurance Implementation Act This bill expands an existing requirement for the Department of State to review and report on its guidance to federal agencies on the U.S.-Taiwan relationship. (The U.S.-Taiwan relationship has been unofficial since 1979, when the United States established diplomatic relations with China and broke them with Taiwan.) Current law requires the State Department to conduct a one-time review of its guidance governing relations with Taiwan and report to Congress on this review. Under this bill, the State Department must review that guidance, reissue it, and report to Congress every five years while the guidance is in effect. The reports to Congress must (1) describe the results of the guidance review and any changes to it resulting from implementation of a law that encourages engagement between Taiwanese and U.S. officials; (2) describe how the guidance takes into account certain considerations, such as the sense of Congress that Taiwan is governed by a representative government peacefully constituted through free and fair elections; and (3) identify self-imposed restrictions on relations with Taiwan that the State Department has lifted in its most recent guidance update.

FIGHT China Act of 2025

Foreign Investment Guardrails to Help Thwart China Act of 2025 or FIGHT China Act of 2025 This bill authorizes sanctions on certain foreign persons (individuals and entities) that are involved with China's defense or surveillance technology sectors. The bill also requires U.S. persons to notify the Department of the Treasury about their investments with certain foreign persons in various technologies, and (2) authorizes Treasury to prohibit U.S. persons from making investments with such foreign persons in some of these technologies. Specifically, the President is authorized to impose property-blocking sanctions on certain foreign persons (including members of the Chinese Communist Party Central Committee, Chinese businesses, Chinese governmental entities, and businesses with equity securities primarily traded on Chinese stock exchanges) that Treasury determines to be knowingly engaged in significant operations in China's defense, defense-related material, or surveillance technology sectors. Additionally, the bill authorizes Treasury to bar U.S. persons from knowingly engaging in certain transactions (such as acquiring an equity interest, providing a loan, or entering into a joint venture) with most of these categories of foreign persons if they involve a prohibited technology. Prohibited technologies include those that develop a quantum computer; develop, design, or produce materials, components, or systems for hypersonic systems; or develop, design, or produce artificial intelligence models for use by the Chinese government. Treasury must require U.S. persons to notify Treasury if they engage in such transactions involving a range of technologies, including the prohibited technologies.

Critical Minerals Security Act of 2025

Critical Minerals Security Act of 2025 This bill establishes requirements for the Department of the Interior related to securing U.S. access to critical minerals and rare earth element (REE) resources. Critical minerals mean any mineral, element, substance, or material designated as critical by the U.S. Geological Survey. REEs mean cerium, dysprosium, erbium, europium, gadolinium, holmium, lanthanum, lutetium, neodymium, praseodymium, promethium, samarium, scandium, terbium, thulium, ytterbium, and yttrium. First, Interior must report on the critical mineral and REE resources, including recyclable or recycled materials containing those resources, around the world. Among other information, the report must include an assessment of the global ownership and supply of critical mineral and REE resources. Interior must submit the report within a year and every two years thereafter. Next, Interior must establish a process to assist a U.S. person—a U.S. citizen, a non-U.S. National (alien under federal law) lawfully admitted for permanent residence, or an entity organized under U.S. laws—seeking to divest stock in mining, processing, or recycling operations for critical minerals and REEs in a foreign country with finding a purchaser that is not under the control of North Korea, China, Russia, or Iran. Finally, Interior must develop (1) a strategy to collaborate with U.S. allies and partners to develop advanced mining, refining, separation, processing, and recycling technologies; and (2) a method for sharing related intellectual property with U.S. allies and partners to enable those countries to license those technologies and develop their resources.

SHOPP Act of 2025

Supporting all Healthy Options when Purchasing Produce Act of 2025 or the SHOPP Act of 2025 This bill modifies the Gus Schumacher Nutrition Incentive Program (GusNIP) to include fresh frozen fruits and vegetables. GusNIP is a Department of Agriculture (USDA) program that provides grants for projects that increase low-income consumers' purchases of fruits and vegetables. It is made up of three competitive grant programs, including the GusNIP Nutrition Incentive Program, which provides grants for projects that provide incentives for Supplemental Nutrition Assistance Program (SNAP) participants to purchase fruits and vegetables. The bill directs USDA, in awarding GusNIP Nutrition Incentive Program grants, to give priority to projects that increase year-round availability of nutrition incentives by offering fresh frozen fruits or vegetables in the program. In addition, the bill amends another GusNIP program, the Produce Prescription Program, to include fresh frozen fruits and vegetables, as well as fresh and fresh frozen legumes. Currently, only fresh fruits and vegetables are covered under the program. The GusNIP Produce Prescription Program supports projects that demonstrate and evaluate the impact of fruit and vegetable prescriptions on increasing procurement and consumption of fruits and vegetables, reducing individual and household food insecurity, and reducing healthcare usage and associated costs.
